GitHub commit skip scm behavior help text is misplaced when displayed

      The help text for the GitHub skip SCM behavior plugin is incorrectly placed on the multibranch Pipeline configuration page and on the GitHub organization folder page. The text is placed in the cell with "Discover branches" but is describing "Filter branches by commit message". The text is correctly identified as being provided by the GitHub skip SCM behavior plugin.
